EBay procedure for dealing with non-paying bidders is very simple and straight forward. Here are the steps:
The first thing to do is send an email. Request payment and warn the buyer that you will file a non-payment complaint to eBay if they don’t pay within a specified time. If they still don’t pay, it is time to go to the dispute resolution center.
Follow the instructions there to make a claim. The final value fee will be refunded when the dispute is closed.
EBay then contacts the buyer and gives them a warning (often this gets the buyer to pay). If a bidder receives three warnings they will be suspended from eBay indefinitely.
Another option is to place a statement at the end of the auction description. Something like this example will work just fine:
“If payment for this auction is not received within 10 business days, then this auction is cancelled by mutual agreement.”
On the eBay Non-payment Bidder page, check the option that says "this auction was cancelled by mutual agreement." This option allows your fee to be immediately refunded without going through tons of steps and waiting the full time. (eBay does email the bidder to make sure they agree --most always do to avoid the unpaid item strike on their eBay ID).
